Our Laboratory
SEL is a UL Certificated Agency and the only one in the San Francisco Bay Area and Northern California. As such, SEL has been evaluated for its ability to competently interface with UL on the administrative front; and provide engineering services to companies, such as preliminary product evaluation and testing to UL Standards. Many companies place the UL mark on their websites, which is actually against UL's policies, as it suggests some form of endorsement which does not exist. LEE OULD
President & Senior Product Safety Consultant
Product Focus: Lasers, Medical Equipment, New Technologies
Lee joined the business full time after graduating from Stanford University in 1992 with a Bachelor's degree in International Relations with the focus on the European Union, with engineering courses relating to product safety completed. He handles much of the test/measurement/laboratory equipment, lighting products, new technologies, semiconductor equipment (SEMI), and laser safety.

RICK BUCK
Senior Product Safety/EMC Consultant & Quality System Auditor
Product Focus: Medical Equipment
Rick joined us in September of 2001 with 20 years experience in product compliance and certification at SEL. His experience includes working at UL for 3 years, TUV Rheinland for 2 years, and 12 prior years consulting in product safety in the Bay Area. Rick has his·BA in Philosophy and MBA in Technology Management. He is a Founding Member and former Treasurer of the IEEE Product Safety Society; a Member of the IEEE EMC, Communications and Product Safety Societies; and is a Certified ISO Quality Auditor. Rick interfaces with our EMC partner labs, for those clients who are interested in a single point of contact for compliance efforts.

Paul Carter
Senior Safety Consultant, Senior EMC Consultant.
After working for SEL 2 years, Paul left for a 2 year hiatus in Idaho, and then re-joined us in January, 2008. Paul worked at Ampex Corporation for over 16 years, where he was responsible for Product Safety, EMC, DVT, MIL-STD-461 tests, and Power Supply Qualifications. Paul's involvement with SEL began way back, when faced with obtaining product safety approvals for Ampex's full product line after not having any approvals previously. Paul hired SEL to help
complete this major task and well, he liked SEL so much, he later became one of us!
Paul's skills include designing test plans, troubleshooting for practical solutions, and effectively communicating results and/or corrective action to engineering teams when necessary. Paul also maintained Ampex's 3m EMC chamber, developed an extensive ATE power supply qualification program, and performed extensive DVT tests on military products while at Ampex. At SGI, Paul was responsible for the Design Verification Test (DVT) Lab managing a small group of engineers, as well as remaining an individual contributor. Duties included evaluating design performance under adverse conditions of temp/humidity, ESD, Shock & Vibration, Frequency/Voltage Margins, Power Line Surge, etc. - above and beyond industry standards.
